Director, External Funds Office

Dr. Jennifer Ellah Adaletey is a Senior Lecturer in Accounting and Finance at Ho Technical University (HTU) and serves as Director of the External Funds Office. She holds a PhD in Management (Finance), an MBA in Finance, and a Bachelor's degree in Commerce, and is a member of the Chartered Institute of Taxation, Ghana and the Institute of Chartered Accountants, Ghana.

She has over ten years of university-level experience, with expertise in public finance, taxation, revenue mobilisation, financial governance, sustainability, circular economy, grantsmanship, and development project management.

As Director of the External Funds Office, she provides strategic leadership in resource mobilisation, donor engagement, grant development, project coordination, and institutional partnerships. She has led the mobilisation of over USD 5 million in competitive external funding and provides leadership on major projects supported by UNIDO, AUDA-NEPAD/SIFA, Global Affairs Canada, and other development partners.

Background

The External Funds Office (EFO) of Ho Technical University was established to locate and secure external funds and help the University diversify its sources of financial resources. The Office responds to the need to expand resources for infrastructure, research, innovation, technology transfer, student support, and other institutional priorities.

It serves as the fundraising, marketing, and external relations arm of the University, directly sourcing external funds, supporting and training researchers and students in external funding applications, and communicating relevant funding opportunities to departments, units, and stakeholders.

The Office also coordinates, strengthens, and monitors the University's efforts to attract external resources and provides financial reports on external funds. The EFO works closely with Directorates, Deans, Heads of Departments and other University units and operates under the overall guidance of the Vice-Chancellor.

The EFO focuses on resource mobilisation, grantsmanship, donor and partnership development, project development and coordination, research and innovation funding, institutional capacity development, external relations, and grant accountability.

Strengthening national and international external relations
Development of a sustainable endowment for the University
Supporting researchers and students to identify and apply for external funding opportunities
Monitoring and reporting on the use and outcomes of donor-supported programmes

Key Achievements and Milestones

Mobilisation of over USD 5 million in competitive external funding and strategic support for HTU
Leadership in the €2.1 million AUDA-NEPAD/Skills Initiative for Africa (SIFA) project on Improving Employability through Hands-on Training in Maintenance and Repair of Biomedical Equipment
Leadership in the UNIDO-implemented, MESTI-partnered and Global Affairs Canada-funded Ghana Circular Economy Centre, hosted by HTU, with USD 380,000 in host-institution funding
Technical advisory and partnership support to the USD 400,000 Kosmos Innovation Centre Foundation youth empowerment initiative in partnership with HTU
Mobilisation of over GH¢300,000 in support from GT Bank for the refurbishment of the HTU Basic School Computer Laboratory, including more than 60 computers and accessories
Mobilisation and coordination of support for staff capacity development in areas including research skills, data analysis, entrepreneurship, digital learning, and Moodle-based teaching
Development of partnerships with international development partners, private-sector organisations, foundations, civil society organisations, and other stakeholders
Strengthening of grantsmanship and resource-mobilisation capacity through staff support, funding opportunity dissemination, proposal development, project coordination, and donor engagement
